This December marks 25 years of democracy in Romania. Significant strides have been made during this period, most visibly in repeated free and fair elections, improved living standards, and EU and NATO membership. Romania has well-developed systems, laws and institutions that serve to increase transparency, prevent and punish corruption, and promote rules-based markets. These systems shape the rules by which society should operate, and provide consequences for those who don’t follow them. Yet the system still faces significant challenges, from attacks in the media on judges and prosecutors to non-transparent laws that frequently change without stakeholder input.
